* Added exclusions module with a fully implemented ExclusionsDB that can pull
  from multiple sources for different sites.
* Moved CopyvioCheckResult to its own module, to be imported by __init__.
* Some other related changes.

Also implementing MWParserFromHell, plus some cleanup.
